Which plan applies in Srinagar today
Srinagar is governed by the Master Plan 2035 for the Srinagar Metropolitan Region, approved by the State Administrative Council in February 2019 and notified in March 2019. The plan enlarged the planning area to about 766 sq km. Buildings must follow the J&K Unified Building Bye-Laws 2021, which were substantially amended in December 2025, and further amendments were proposed in September 2026. Depending on location, building permission comes from Srinagar Municipal Corporation, the Srinagar Development Authority or the Lakes Conservation & Management Authority, through the J&K online building permission system.

The common building bye-laws for all urban areas of J&K. They cover setbacks, FAR, heights, parking and the approval procedure.
