Which plan applies in Dhar today
Dhar town is still covered by the Dhar Development Plan 2021. In September 2026 MP Town & Country Planning published a draft Dhar Development Plan 2041, which is open for public objections. Building work must follow the MP Bhumi Vikas Niyam 2012 and the land use in the plan currently in force. The Dhar municipal council issues building permission through the state ABPAS system, and colony layouts need T&CP approval.

Madhya Pradesh Bhumi Vikas Niyam (Land Development Rules), 2012 - consolidated up to 6 March 2025
The main building code for every town in MP. It sets plot coverage, FAR, setbacks, height, parking and colony-layout standards that a house or project must meet before permission is given.
Note: The T&CP site also lists a later amendment notice from the Urban Development & Housing Department (NewsPDF/bvr3006.pdf). It is a scanned copy we could not read, so the March 2025 consolidation may be missing recent changes.

The state town-planning law. Development plans are drafted, approved and modified under it, and land-use permission is granted under it.

A new law for planning metropolitan regions. It lets the state create metropolitan planning and development authorities over city clusters such as Indore and Bhopal and their surrounding districts.
Note: Confirm from the notifications issued under the Act which districts fall inside each metropolitan region and how the new authorities share powers with T&CP and the development authorities.
Madhya Pradesh Integrated Township Rules, 2026
New rules for large integrated townships. They set a minimum land area, require developers to register and reserve a share of housing for weaker sections.

Madhya Pradesh Fire and Emergency Services law (2026)
A new state fire-safety law, reported in the press, that makes a fire NOC mandatory for buildings above 15 m and for schools and event venues.

The national model code for how buildings are planned, built and made safe. It covers structure, fire and life safety, plumbing, electrical work and accessibility, and states base their building rules on it.

National Monuments Authority - NOC near protected monuments
Construction is prohibited within 100 m of a centrally protected monument, and within 300 m it needs NMA permission. This site handles those applications and publishes heritage bye-laws.
Questions about the Dhar master plan
Is there a new master plan for Dhar?
Yes. A draft Dhar Development Plan 2041 was published in September 2026, and the 2021 plan continues to apply until the draft is approved.
How do I object to the draft Dhar plan?
Send objections and suggestions to the Town & Country Planning office within the period stated in the draft's public notice. The notice on mptownplan.gov.in gives the deadline.
Does Pithampur follow the Dhar plan?
No. Pithampur, in Dhar district, has its own development plan, and a 2035 draft is on the T&CP site. The Dhar plan covers only the Dhar town planning area.
