Which plan applies in Dahanu today
Dahanu taluka was declared an ecologically fragile area in 1991. Development there is tightly controlled, and the Dahanu Taluka Environment Protection Authority oversees it. The regional plan for Dahanu taluka was approved in March 2023, and Dahanu town has its own municipal development plan. The Dahanu Municipal Council issues building permission in town, subject to the eco-sensitive-area restrictions.

UDCPR 2020 (applies to Dahanu only with qualifications)
The state's unified building rules. They exclude eco-sensitive and eco-fragile areas notified by the Environment Ministry, and Dahanu taluka is one of them, so local and eco-area rules prevail where they differ.
Note: Press coverage of the 2023 regional plan said it would help bring UDCPR into the taluka. Confirm with the Dahanu Municipal Council which rules it applies.
Maharashtra Regional and Town Planning Act, 1966 (as modified to 15 May 2018)
The parent planning law of Maharashtra. Regional plans, city development plans, town planning schemes and building permissions are all made under it, and it penalises construction without permission.

The national model code for how buildings are planned, built and made safe. It covers structure, fire and life safety, plumbing, electrical work and accessibility, and states base their building rules on it.

National Monuments Authority - NOC near protected monuments
Construction is prohibited within 100 m of a centrally protected monument, and within 300 m it needs NMA permission. This site handles those applications and publishes heritage bye-laws.

Why is building in Dahanu more restricted?
The whole taluka is a notified ecologically fragile area. Industry and large construction are limited, and special authorities review projects.
Is there a regional plan for Dahanu?
Yes. The regional plan for Dahanu taluka was approved in March 2023, about three decades after the process began.
Does UDCPR apply in Dahanu?
Only with qualifications. UDCPR excludes eco-fragile areas notified by the Environment Ministry, so ask the municipal council which rules apply to your plot.
