Housing society plots: membership, allotment and registry
Why a society membership and an allotment letter are not the plot, which of the society's own papers to see first, and how to buy safely from an existing member.

A housing society plot becomes yours only when the society executes a registered sale deed in your name. Membership gives you a place on the seniority list; an allotment letter earmarks a plot number. Neither transfers land. Before your own papers, check the society's: its title, its sanctioned layout, and your plot on that layout.
Three papers, three different things
A grih nirman sahakari sanstha, a housing co-operative society, holds land and hands out plots to members in turn. A member collects three kinds of paper on the way, and they are not interchangeable.

The reason is simple. A sale of immovable property worth one hundred rupees or more can be made only by a registered instrument. A receipt and a letter, however official they look, are not that instrument.

The paper path, from society land to your plot
The first two steps are the society's; the last four are yours. If either of the society's steps is missing, everything after rests on nothing.
- The society buys the land in its own name, from the owner on record. Paper: its registered deed, and the land record showing the society as owner.
- The layout is sanctioned, with roads, plots and open space, like any colony. Paper: layout approval and development permission.
- You are admitted as a member and pay your share money. Paper: membership receipt, and your place on the seniority list.
- A plot is allotted to you in turn, on the approved layout. Paper: allotment letter with the plot number.
- The deed is registered and the society conveys the plot to you. Paper: sale deed in your name, registered before the Sub-Registrar.
- The record follows and your name goes on the municipal or revenue record. Paper: mutation.
What the law already says about society plots
Madhya Pradesh's co-operative law has sections written for housing societies, and they read like a list of problems already seen.
- Who supervises. The Registrar of Co-operative Societies registers a society and its bye-laws. In the district, a Joint, Deputy or Assistant Registrar receives its returns.
- Plots go by seniority. Every member is entitled to a plot, house or flat. The seniority list follows the order in which members were admitted, is published every year, and goes to the district Registrar.
- Membership has a ceiling. The bye-laws fix how many members a society may admit, so that each can be given a plot in turn.
- Unpaid dues cost the allotment. A member who does not pay their share of the land and development cost is charged interest; after two years, the allotment is cancelled.
- Four acts are offences. Transferring a plot against the rules or the terms of allotment, tampering with the seniority list, admitting more members than the ceiling allows, and selling land against the approved layout. The fine can reach ₹50,000, and for some of these, imprisonment of up to a year.
Check the society before any plot number
A society can only give you what it owns. Before any plot number, see:
- Its own registered deed for the land, and the land record in its name.
- Permission to use the land for housing, if it was farmland when bought.
- A sanctioned layout with your plot on it. The 2021 colony rules treat a co-operative society as a "person"; only the Housing Board, development authorities, Smart City companies and municipalities are exempt from registering as a colonizer.
- Nothing else on the land. A development authority's scheme, a court case or a bank's charge can hold plots up for years.

Why society land has a history in Indore
In February 2021, officials said that 128 of the city's 858 housing societies faced complaints of land grabbing, and that some had been used as land banks, with the same plots sold to several people on false papers. The other 730 faced no such complaint.
Since then: in April 2022 the district reported 637 acres freed from land mafia, 340 of them returned to their actual owners. In October 2024 the development authority was reported to be dropping a scheme that had held the plots of 13 societies for about 30 years. In June 2025 the Collector gave eight societies 15 days to settle their lists of eligible members. In May 2026 the Economic Offences Wing booked a society's former office-bearer and others over land worth ₹3.37 crore shown as sold for ₹50 lakh in 2008–09.
Most societies are fine. Check each one anyway.

Buying a society plot from an existing member
Ask one question before you discuss the price: whose name is on the registered deed?
If the member holds a registered deed, this is an ordinary resale. Check the chain back to the society's own deed, a no-dues letter from the society, the plot on the sanctioned layout, and the mutation.
If the member holds only membership or an allotment, you are buying a place in a queue. The committee has to admit you, and the society still has to register a deed in your name. Until then the land is not yours.
